Title 18, U.S.C., Section 245
Federally Protected Activities -This statute prohibits willful injury, intimidation, or interference, or attempt to do so, by force or threat of force of any perosn or class of persons because of their activity as: 1b) a participant in any benefit, service, privilege, program, facility, or activity provided or administered by the United States. 1e) a participant in any program or activity receiving Federal Financial Assistance. 2b) A participant in any benefit, service, privilege, program, facility, or activity provided or administered by a state or local government. Punishment varies from a fine or imprisonment of up to one year, or both, and if bodily injury results or if such acts include the use, attempted use, or threatened use of a dangerous weapon, explosives, or fires shall be fined or imprisoned up to ten years or both, if death results, or an attempt to kill, shall be subjected to imprisonment for any term of years or for life or may be sentenced to death.

If two or more persons conspire to injure, oppress, threaten, or intimidate any person in any State, Territory, Commonwealth, Possession, or District in the free exercise or enjoyment of any right or privilege secured to him by the Constitution or laws of the United States, or because of his having so exercised the same;... They shall be fined under this title or imprisoned not more than ten years, or both; and if death results from the acts committed in violaiton of this section or if such acts include kidnaping or an attempt to kidnap, aggravated sexual abuse or an attempt to commit aggravated sexual abuse, or an attempt to kill, they shall be fined under this title or imprisoned for any term of years or for life, or both, or may be sentenced to death.

Deprivation of Right Under Color of Law -This statute makes it a crime for any person acting under color of law, statute, ordinance, regulation, or custom to willfully deprive or cause to be deprived from any person those rights, privileges, or immunities secured or protected by the Constitution and laws of the U.S. The unlawful acts must be done while such official is pretending to act in the performance of his official duties. This includes law enforcement offficials, Mayors, Council persons, Judges, etc. Punishment varies from a fine or up to one year in prison or both. He further stated when I told him that I was being tortured, "I understand but I just don't think that we can help you." |

| Mike Alexander, Deputy General Counsel at Governor Steve Beshears' Office stated that he would not assist me. He further stated, "Yes, you did leave a lot of evidence, but we will not be able to assist you." |

| Three of us went to to F.B.I. in Louisville, Ky to file complaints. We were not allowed through the gate or in the building. We stood in the rain until I asked if we could go in the guard shack. The duty agent did not have a badge, would not give his name and did not take a report. |

| A Female FBI agent stated on the telephone regarding three of us going there to file complaints and being denied access inside the gates or in the building in Louisville, Ky. "The public does not have access to the F.B.I. Building." She further stated, "This is not a matter that the F.B.I would handle." |

Harry Rothgerber, First Assistant Commonwealth Atty. to R. David Stengel, Commonwealth Atty. Louisville, Kentucky stated the following in a letter: On January 4, 2010, this office received your "Complaint" against Louisville Metro Police Department, Chief Robert White and 41 LMPD officers. On Monday, March 8, 2010 you called me on the telephone to ask about the progress of our "investigation" into your allegations. At that time, I told you that due to insufficient evidence and the lack of probable cause, this matter would not be presented to the Jefferson County Grand Jury for an indictment.
NOTE THE EVIDENCE THAT I SUBMITTED WHICH HE STATED WAS INSUFFICIENT:
A Cover Letter with thirteen (13) Exhibits, and a Cover Letter detailing information regarding the Exhibits submitted which also included (Exhibit A, B, C, D, E, E1, E2, F, F1, G, G1, H, H1)
Also submitted was a 200 page journal (similar to the one on this website) with pictures, police reports witnesses, legal documents, cassette tapes w/narration pages for each tape, etc.
Several spreadsheets were also submitted detailing dates, times, officers involved, etc.
Note: I Mailed A Second Packet of the above to the State Grand Jury, approximately two weeks later asking them to give it to another investigator, however they also gave it to Harry Rothgerber.
On Tuesday, March 9, 2010, you again called me (and several other Commonwealth's Attorney's Office staff members) on the telephone to complain about our decision and to speak to Mr. Stengel. At that time you were respectfully asked not to call us on the phone anymore, and to place all of your contacts with us in writing through the mail. You again became upset and threatened me with a Federal Court lawsuit. Once again, Ms. Marshall, I am asking you not to call this office on the phone at anytime, and to communicate with us in writing only through the mail. Nobody from this office should be talking to you on the phone if you are going to sue us in Federal Court, as you have done in the past (unsuccessfully, of course). Furthermore, you told me that you had been taping our telephone conversations, which I consider inappropriate. In any event, please do not telephone or visit this office in the future and please put everything in writing in the mail. Thank you.
First and foremost, there was a conflict of interest, he should not have had this case, as I had problems with him years ago.
This was told to the State Grand Jury and also the message was left for David Stengel, Commonwealth Attorney.

| Conspiracy to Cause Loss of Property |

On August 2, 2010, I went to make a tax payment
at the Jefferson County Attorney's Office, Fiscal Court Building, located at 531 Court Place, Suite 900 in Louisville, Kentucky.
The payment was to be made on a property that does not solely belong to me, but belongs to several family members.
The payments are to be made in approximately five (5) monthly installments of $235 per month. When I went to make the 2nd payment the office was closed on July 31, 2010 because it was on a Saturday, Sunday was August 1, 2010 and Monday was August 2, 2010,
"which was the next business day".
When I arrived at the tax office, I was told by an older (white) female that I could not pay the taxes on the property.
I asked to speak to someone else and she brought a man (white, tall) to the counter that stated he was the attorney.
They both stated I could not pay the taxes on the property. I explained to them that Saturday was the 31st and that they were not open. They told me that I would have to come back when Sara Estes returned and that she would return in about an hour.
I left and went back with two (2) witnesses. Sara told me that she was not going to take my tax payment.
I asked her if the taxes on the property would go up for sale and she said,
"We have some going up for sale this Thursday, but your property will not be in the sale."
She then stated that if someone just happens to find out about the taxes on the property or inquires about it they can purchase it.
I asked to speak to her Supervisor and she stated that she was the Supervisor. I then asked to speak to her Manager.
At that point she let out a sigh and stated in an irritated voice,
"I'm going to take it this time, but I am not going to do this again."
I pointed out to Sara that I was not late and that July 31, 2010 was on a Saturday, Sunday was August 1, 2010 and
Monday was August 2, 2010, which was the next business day.
I called the Frankfort, Ky office and the man I spoke with on speaker phone, as my witnesses listened, stated,
"We get the money after it is paid, and I would think that there would have been some grace period."
I did finally get Sara Estes to take my tax payment on that day, however,
I learned that the Corruption, Redlining and Conspiracy were much broader than I thought.
Note: It is September 6, 2010 and the time is 11:14 p.m. While typing this entry, a helicopter and/or airplane flew over (very loud). This caused me to have chest pain. I will probably be tormented all night tonight.

I contacted Public Integrity and spoke with Terry. I explained everything to Terry and she stated that Sgt. Hill would be in in about ten minutes and that she would have him contact me.

I called back and Terry stated that Sgt. Hill was not in yet.
May 2, 2011 - 10:30 a.m.
Terry stated, "Let me see if he is available, uh, not sure if he is gone into the meeting yet. Terry then stated she would have someone else speak with me and we were disconnected.

Before I could begin explaining everything to Sgt. Lee Ann James, she stated, "It's Federal, Call the F.B.I." (as if she had already been told what to say, as again I had not explained anything) I stated, "I am asking you to assist with the state issues." I started explaining everything, inclusive of my mail being intercepted for the past eight (8) years, my birth certificate being intercepted & changed & the Bureau of Vital Statistics in Kentucky stating that they do not send them out that way, harassing telephone calls, property damage, lines in my office put in my AT&T & then AT&T telling me that they did not know whose lines they were & that the line was not mine, though I was paying AT&T. I also explained the trip to Washington for the Presidential Commission for the Study of Bioethical Issues & told her how to get to the website, view the videos regarding abuse of DEW (Directed Energy Weapons) & Human Rights Abuses. I also told her about the document found in my bank account that had written at the top, "Problem with Kentucky Government, Check paperwork from Federal Government before releasing information to anyone, etc. I also explained to her that I had evidence of everything. Officer Lee Ann James cut me off and stated, "I think you are imagining everything, you are delusional." I told her I wanted to speak with Officer Jones and she stated, "Well you're not going to speak with him & we are not taking your complaint. Note: All future calls asking for assistance from this office would go unanswered, in other words my calls were blocked, this can be confirmed.
