This is a Audio and Transcript of Attorney Arthur Samuels who did not show up for court regarding my Grandchildren after I paid him to represent me& Judge Jerry Bowles who signed a Fraudulent Order that stated Arthur Samuels was present for court. Note: My Grandchildren (who are now adults)were Beaten and made to Go without foodin the Home of Sherrika White to the point that one child was putting food in his pockets to feed the other child.I reported this crime and of course, nothing was doneand the cover-up begin.I fought for many years. And as Mark Yates a perpetrator of a hate crime stated, when he was recruiting at Bluegrass Automotive, "There are policemen, doctors, lawyers and judges in this thing, it is bigger than the KKK."
My grandchildren were take illegally on that day for federal funding by Judge Jerry Bowles and Arthur Samuels was a participant in the illegal taking of my grandchildren for federal funding I waited six (6) months to go to court for a hearing and it was a Notice Motion hour. I found out later that Notice Motion Hours are held every week I arrived at court fifteen (15) minutes early and they had already had court, without me. Others have complained about this Judge who also had an alcohol problem that was in the Courier Journal Newspaper. He also got out of jail under mysterious circumstances.

I. Kentucky Children for Federal Funding (some sections reproduced under the fair use exception of 17 USC & 107 for noncommercial, nonprofit, and educational use.)
It has been stated, that the Federal Government started reprimanding Kentucky in 1999 for allowing children to remain in foster care too long and found Kentucky outofcompliance again in 2003 for not correcting the problem quickly enough. Kentucky would need to pay $1.7 million dollars in fines if they did not correct the problem.
To give incentive to correct the aforementioned problem, the federal government designed a program to encourage states to move more children into adoptive families. The state gets paid a bonus of $4,000 - $6,000 for every child that is adopted. The state receives more money if the child is a special needs child.
"Good Program" with Good Intentions to Help Children - "Gone Bad" - Now Being used for Federal Funding, Thus, Human Trafficing of Children for Financial Gain After the federal government offered these incentives, it has been stated, that the number of children moved from state foster caretoadoption in Kentucky increased from 384 in 1999 to 902 in 2005. This resulted in "$1 million" dollars in bonus money paid to Kentucky in 2004.
How the Program Works It has been stated that though the state receives $4,000 to $6,000 dollars for each child adopted out the bill reads: "$4,000 to $6,000 will be multiplied by the amount (if any) by which the number of foster child adoptions in the State exceeds the base number of foster child adoptions for the State for the fiscal year."
It has been stated, that the "technical assistance" section of the bill states that, "the secretary (of HHS) may, directly or through grants or contracts, provide technical assistance to assist states and local communities to reach their targets for increased numbers of adoptions for children in foster care."
The technical assistance is to support the goal of encouraging more adoptions out of the foster care system; the development of best practice guidelines for expediting the termination of parental rights; the development of special units and expertise in moving children toward adoption as a permanent goal; models to encourage the fast tracking of children who have not attained 1 year of age into pre-adoptive placements; and the development of programs. that place children into pre-adoptive placements without waitingfortermination of parental rights."
Most Children are Labeled "Special Needs," because the state/foster and/or adoptive parents get more money if the child is a Special Needs Child, therefore this is illegally done to many children for financial gain. Special needs can mean physical, emotional, racial, separation, etc. In my case, regarding my grandchildren, none of them were on any pills when they were illegally taken by the state. After being illegally taken by the state they were placed on adderal, resperdal, topomax, amphetamine salts, depakote and numerous other drugs and - the last time I saw them - they were taking approximately nine (9) - ten (10) pills per day. They were illegally placed for adoption and given to a gay social worker (Michael Trent) who had a gay lover living with him. The gay social worker (Michael Trent) had my three grandsons, adopted another boy and had two other boys in his home and his gay lover's son. Yes, all were on pills, however the gay lover's (Jame's) son only took two (2) pills per day, and I do believe at some point he was allowed to stop taking pills.
It was stated to me by the gay adopted parent (Michael Trent) that he took a shower with one of my grandson's and that my grandson was uncomfortable with it. The gay social worker (Michael Trent) then stated that he told my grandson they both were the same. (this is inappropriate, I am not gay and I would not think of taking a shower with a little girl that had just come to my home). Also, when I was reunited with the children briefly, due to the fact that they came to my mother's (their grandmother's funeral) in August 2006, I purchased them a computer, which I found out was put in the gay parent's bedroom. I do know that one of my grandchildren was being hit in the home and kept running away and he was placed in a boot camp. When I reported these issues to Child Protective Services in Louisville, Kentucky, nothing was done. To date I am still fighting this case in court and will fight for justice for the rest of my life.

Note: The Actress Anna Nicole Smith was taking Topomax and she is deceased. Other drugs given to children include Lithium Carbonate, Trileptal, Paxil, Trilitheum, etc.
Benefits for Foster Parents and Adoptive Parents 1) The foster parent may collect cash subsidies until the child is 18. If the child stays in school, they may collect until he is 22 years of age. There are state funds as well as federal funds through Title IV-E, section of the Social Secruity act. The daily rate for the state funds is the same as the foster care payments, which range from $410 - $486 per month per child.
2) The adoptive parents also receive Medicaid for the child, a clothing allowance and reimbursements for adoption costs, such as adoption fees, court and attorney fees, cost of adoption home study, and "reasonable costs of food and lodging for the child and adoptivive parents when necessary to complete the adoption process." The adoptive parents also may receive when keeping the family intact," daycare, specialized daycare, respite care, in-house support services, such as housekeeping, personal care, counseling, etc. The subsidy program states that it does not include money to remodel the home to accommodate the child. but, this could be negotiated, remodeling could possibly be accomplished under the "innovative incentives to remove barriers to adoption." section.

While visiting my grandchildren in approximately March 2001, I found out that they were being abused in the home of Sherrika White. Child #three, who had a medical problem concerning his intestines (he was not able to control his waste material due to part of his intestines being removed) was being beaten, made to go without food and made to stand in the barn (garage), the children also stated that Child #three was tied to a tree. Child #one was putting food in his pockets to feed Child #three. It was further stated by the children in front of Pat Dintman and I at the Family Place on Eastern Parkway that Sherrika White was allowing another foster child (sixteen year old named Felapia, or something like that) to babysit them and that they told Sherrika White what was going on and sometimes she would feed Child #three when she got home and sometime she would not. When I found out what was happening to my grandchildren, my visitation with them was stopped in May 2001 by Judge Jerry Bowles and Child Protective Services (Sky Tanghe and Mike Hartlage).
I was told by Arthur Samuels that I would not be able to see my grandchildren for six (6) months while they moved them to another foster home, however, I found out that the children remained in Sherrika Whites's home for some time after that. Arthur Samuels, at my request, filed a Motion for Reinstatement of Visitation, Motion for Custody and a Motion for a Review regarding the Abuse of my Grandchildren. Arthur Samuels then told me that I had to wait six (6) months to go to court regarding the motions that were filed.
Around September 2001, I called Child Protective Services and a Supervisor stated, "Ms. Marshall, where were you, they terminated your daughter." I told her I did not know anything about it, due to the fact that everything goes through my Attorney, Arthur Samuels and he had not told me anything about it. The Supervisor stated that Arthur Samuels also was not there. I contacted Attorney Arthur Samuels and he told me not to worry about it, that was just about my daughter and that we would be going to court in January.
I waited the six (6) months to go to court for a hearing regarding the Motions that were filed on my behalf. Finally January 15, 2002 came and I arrived at court 15 minutesEARLY. I spoke with one of the deputies at the court and asked which court I needed to go to. He looked at the list on the door of the courtroom and stated, "Oh, that's already over." I stated, "Over, it's not time for it to start, I'm early." The deputy told me to go into the courtroom and talk to the judge. When I walked in - Judge Jerry Bowles knew me very well, because I always showed up for everything that I was supposed to do - Judge Jerry Bowles looked at the clerks sitting next to them and they told me that I had to leave before I could even state why I was there. Attorney Arthur Samuels was no where in sight.
I left the courthouse and I called Arthur Samuels all day on January 15, 2002 and he did not return my call and he was no where to be found. On January 16, 2002, I received a voice mail message from Arthur Samuels (see transcript of Attorney, Arthur Samuels voice mail message).

"Connie, this is Arthur Samuels returning your call, I was in court all day yesterday. I went up to see, uh, Judge Bowles before the Motion Hour on our "Motion for Visitation," we had a long talk, he had overruled your Motion, uh, you know, and he posted it, I think, but, he told me that since he already ruled on it the reason he did it he wanted to wait until he ruled on the Cabinet's Motion to try to Dismiss the "Custody Case." He said he would have an opinion out on that in about a week or so, so he felt like he did not want to do anything with visitation until he ruled on the other case and he told me there was no point in me coming back. I went over there because I was going to Federal Court and I would have been a little late for Motion hour and he said just not to bother to come back, he already ruled on the Motion, alright that's it."

IV. JUDGE JERRY BOWLES AND ARTHUR SAMUELS (THE ORDER)
When Judge Jerry Bowles "Order" came out on approximately January 26, 2002, the "Order" stated that Arthur Samuels was present for court, however the voice mail message confirms that he was not present for court.
I also learned that I had waited six (6) months for a Notice Motion Hour, however Notice Motion Hour's are held each week. Arthur Samuels resigned from my case.
(I found out at a later date that Attorney, Arthur Samuels use to work for the state)
V. I Was Illegally Barred out of my own case, 01-FC-05084 and the case was illegally sealed by Judge Jerry Bowles. This is the case in which I paid Arthur Samuels to represent me, in which he did not show up for court and Judge Jerry Bowles Order stated that he was there.
