Connie Marshall - My name is Connie Marshall. And It's muscle spasms, muscle cramps, sleep deprivation. When I had my phone plugged in they sent a lot of energy through the outlet and the charger is hot and so is the phone, like fire. And they have blown microwave doors open, blew out lamps, all of this kind of stuff. And the persons that know about it are the Commonwealth of Kentucky, state and federal. I do want that written down.

Connie Marshall - The crimes that are being committed for the past eight (8) years, that's what. Make sure you write down the Commonwealth of Kentucky, state and federal.

Connie Marshall - No, that's no all I said. When I first went to bed, I had just got off of the phone with another TI who is a Targeted Individual in Indianapolis. I just got off of the phone talking to him around 12:00, Ok, I plugged in my phone because I had run down my batteries. I went back to check my phone not more than on half hour (1/2/ hr) later and the charger was hot like fire and the phone was hot. Thin I went to bed, then I started getting hit with muscle spasm, muscle cramps. My arm got hit and then I had sleep deprivation, and they do that to us. Sleep deprivation is a crime, in that your mind and your body need to rest, your muscles and your mind need to rest.

Connie Marshall - No, I'm not, that's not what I am saying. I am just saying that after I talked to him I plugged in my phone because my battery was going down. That is when after about 30 minutes my charger was really hot and so was my phone.

Connie Marshall - They started at about 12:30 until I called you and will probably continue and start back. And I am very concerned about them sending the energy through my electrical outlets, which is being done, because as I stated this phone was hot and so was the charger and it was only charging for about 30 minutes and then I unplugged it because I don't leave it plugged up all night.

Connie Marshall - My name is Connie Marshall, I was assaulted all last night with Directed Energy Weapons. nd I do have three pages of Directed Energy Weapons Patent Numbers that were provided to me by another Targeted Individual. So I do have three pages of the patent numbers of these weapons. I was assaulted all last night, my arm and I was assaulted all day yesterday - every time I got on the phone - with a pulse weapon.

Connie Marshall - All day long yesterday. Every time I used the phone they would send signals through the phone. And those are called pulse weapons. An F.B.I. agent told me that the ones that come through the phone are pulse weapons. This was all day yesterday, and then the high frequency noise in my home and all night last night they assaulted my right arm. And they also caused me to lose muscle strength in my left arm. And as I stated, I have three pages of the patent numbers because they have patents for these weapons. And this was all night last night. And the people involved in it are the Commonwealth of Kentucky, state and federal And I would also like to add that it is a slow kill. I am being slowly murdered.

Connie Marshall - After I got off of the phone with you all this morning, they assaulted me with neurological stimulation. And they made my right hand move and my left hand move and my right foot. And that is an assault because they have to have informed consent before they can do any type of medical research or any type of testing of any kind. And that's why I went to Washington and they talked about that and that is a violation. So they attacked my neurological system, they can actually make our hands move, they can make our feet move, they can do all of that. So after I got off of the phone with you my right and my left hand moved and my right foot. And I did not do it and I can feel it coming from my neurological system.

Connie Marshall - Yes I added something to my report a moment ago, Report #80-11-026395 and I need to make sure that she did put an attack on my neurological system. I want to make sure that she put that word because that is very important. Instead of just putting that they moved my right hand and my left hand and my right foot. I also needed stated on there that there was an attack on my neurological system. That's what caused that to happen. I need that word there, attack on my neurological system. They are probably telling you all that it is legal, but after going to Washington, it is not legal. They have to have informed consent, I don't care who it is. It is my neurological system, attack on my neurological system.. And I don't care if it is the F.B.I., they still have to have informed consent.

Connie Marshall - Yes, it's the same thing, but I wanted her to state, "Attack on my neurological system." Uh, it's the same thing, but that is better. This goes on, on a regular basis.

Connie Marshall - What they want to do is control the mind. They went to control people and that is all over the internet. And they re controlling some people. That's why you hear of people killing themselves and killing people and committing suicide and all of that. This kind of stuff can make people do that. So I do want it noted that there was an attack on my neurological system and it has been going on for years, but I'm not going to not file reports regarding it anymore.

Connie Marshall - Uh, Assault to my shoulder all the way down to my hand, muscle spasms, sleep deprivation. And that has been all night long. Extreme Assaults and Extreme pain, Excruciating.
LMPD - It's just assault, whether you consider it extreme, it's just assault.
Connie Marshall - It's probably nerve damage done.

Connie Marshall - It's probably nerve damage done in my arm. It probably is nerve damage done because I can't move my arm behind my back, as stated. And also my rotater cup is destroyed in my shoulder.

Connie Marshall - No, because they normally take you to a doctor that they want to take you to to do other experimentation, so no, I don't, and you can write that down. The reason I don't want an ambulance is because they usually take you take a doctor to do other experimentation, please write that down.

And there have been no investigations. All the reports I have made to you throughout the years, there has been not 1 investigation. And I would also like to put that their is damage to my heart, because your heart is a muscle and it has to rest just like the rest of your body.

Uh, the muscle spasms, the extreme pain like an electrical shock extending to my hand and my shoulder, also the muscle spasms. And the people that are involved in it are the Commonwealth of Kentucky, state and federal. I have filed almost 30 something reports and nobody has investigated. Marsha Moorman tried to get them to investigate at Human Relations and nobody's done anything. And they have told me, "We have been told not to assist you." So they are Aiding and Abetting, so put their names down. The Commonwealth of Kentucky, state and federal are involved in teh crimes that are being committed against me.

I mean actually being tortured. I just got woke up again and this has been going on all night long, but I try to get sleep anyway. What they're hitting is my right arm. I don't know what they have done to my right arm, but they have been hitting it all night and I have been hearing airplanes go over all night. I know some of this stuff comes from planes and some of it comes from hand-held devices. But I am actually being tortured. Where they mainly aim right now is my right arm - shoulder down to the hand. I do want it listed as torture.

Connie Marshall - Ok another thing that I want to report is an electrical shock going across my chest, from one side of my chest to the other. It's sort of like the same pain they send to my arm. This was all day yesterday. I want say all day, but off and on, an electrical shock across my chest from one side to the other. I am talking about around my heart from one side to the other. But not just on the side where my heart is, but the whole section. The same electrical shock they send to my arm, they sent that to my chest yesterday a couple of times.

It was either v2k or projected sound to wake me up and cause sleep deprivation. So last night it was muscle spasms and v2k or projected sound. I don't know which one it was.

Connie Marshall - they are assaults that come through your television set. They are like beeps and they can knock you out, they can wake you up. I don't know, some kind of frequency, a pulse weapon. They come through the TV set. They can also do it through your phone, but this is some kind of pulse they can use through your television set. You can actually hear the beep.

Connie Marshall - and this has been going on, I guess a good four years or so. It's some type of pulse weapon and I may have the patent number for that too, because I have a bunch of patent numbers that are circulating through the TI (Targeted Individual) Community. But it's a beep that comes through the TV that can knock you out, the frequency can knock you out.

Connie Marshall - The thing that is over my house. It's a satellite. I just saw it move from the back of my house to the other side of the street, so I do want to report it. Every time I see it I am going to report it, because that is one of the things that is attacking me. It's called a satellite and that is what they use to connect with you neurologically. And this is probably "way above your head," but I stand strong by my convictions, so you can write that down. I have no mental problems and if anyone says I do then they will have a defamation libel lawsuit filed against them. It's called a satellite. This is all over the internet.

Connie Marshall - I can say that it comes usually at about 9:00 and it's out there in the day time too. Everybody else that is a victim of it has seen it too. It's all over the internet. So I am just going to say from 12:00 to 12:00. It is out there 24 hours a day.

Connie Marshall - No, I see it all the time on a regular basis. But, I am going to start reporting it. I just haven't reported it on a regular basis. But it is called a satellite.

Connie Marshall - I will be posting the patent numbers on my website, which will explain to you how they use the satellite to intercept a person's mind. Then they take that, it goes back to a computer somewhere. I will be posting the patent numbers, which are United States patent numbers hat tells about some of these weapons. But the thing right now is right across from my front door and it is moving very slow and it is out here all the time. When I went out it was behind my house.

Connie Marshall - I haven't seen it close up. I thing it is like a helicopter looking thing, I've seen something that looked like a helicopter in the day time that thy use. You know, yo can see them in the day time. At night you can't see it. All you can see is the light and the light looks like a big star.

Connie Marshall - What I am telling you is that at night it looks like a huge star. You know what a star looks like?

Connie Marshall - Well that's what it looks like a night, because you can't see the actual thing itself you can just see the star, and that's like the light that is on it. But in the daytime I have seen a helicopter shaped thing moving around. So that is probably the same thing. What we see at night is a star shaped thing, like the six or eight shapes points on a a star.

Connie Marshall - Wee that is what it looks like at night and normally it pops up at night at about 9:00, but it's also out there in the day time too.

Connie Marshall - So I don't know if they're the same thing. In the day time there is a helicopter type thing that flies back and forth across the house. So that's what we see in the day time. But at night we see this light that is shaped like a huge star. Because you can't see the entire body of whatever type of aircraft it is. So I don't know if they are two of the same or different. But every time I see it I am gong to start reporting it because that is one of the thing that they re using that is attacking me neurologically. The patent states that what it does, it sends the signal back to the satellite, and the satellite sends it back to a computer and somebody does something with whatever is sent back to the computer. And I will be putting this on my website today.

So I don't know if they are pointing something toward my house or if it is something hand held or if it is a satellite. I have been outside of my house and I don't see any satellites, but sometimes you can't see them. But it could be something hand held because they do it that way also. When I called to report that I was being assaulted, they also started blinking the lights in my office where I am working.

And that was all night from 2:00 to 7:00 a.m. and the frequencies were extremely high, so high that I have an earache this morning in my right ear and it caused me to throw up this morning, and also caused chest pain. Well today I leave the house and I had a problem with this company before that stated that they were contracted by LG&E. CM - Yes, this is Ms. Marshall the lady that is being assaulted, which the Commonwealth of Kentucky and the Louisville Metro Police Dept. are Aiding and Abetting and I am being assaulted by Directed Energy Weapons. And I am reporting what is happening right now is they have induce a severe headache with muscle spasms.

Again, again, Directed Energy Weapons and severe headache that it's a possibility that it can create an aneurysm and a possibility that they are trying to kill me in my sleep. And I firmly believer that because I know of people hat it has happened to. Uh - and it is being induced. I don't get headaches. Never did as a child or an adult. An induced headache, and extremely bad headache and that was induced to my right side. And that is the side that they concentrate on on a regular basis. And they have already destroyed my right arm, Ok, So what I am telling you right now is the Commonwealth of Kentucky and the Louisville Metro Police Department are Aiding and Abetting in an induced, an extremely bad headache that could lead to an aneurysm and kill me in my sleep. And it is so severe that it woke me up and that is what I am reporting. And how I know they are doing it are I have the muscle spasms also and they have induced muscle spasms for quite sometime. And that is all over the internet and it was discussed in Washington, all the different things that they do. And I do know that people have died from the induces aneurysm because they try to make it look like natural causes. So they will kill you from natural causes. Well, I am reporting they will kill you from something that looks like natural causes, pit it that way. It can be an induced aneurysm, it can be an induce heart attack and can be an induced stroke, all of those things. CM - Uh, I just went to bed - and I thing they re called Unmanned Air Vehicles - we call some of them satellites, so I don't know if they are two different things or what, but any way it has these bright lights and it looks like a star. But in the day time they look like helicopters, because they are Unmanned Air Vehicles. That's in the TI (Targeted Individual) Community now, too, because we know what some of them are. And they can assault you, they can shoot, they can send beams, they can do all kinds of different things. They are remote control and some of them can communicate with satellites. Well, I just went to bed and as soon as I went to bed I started getting hit with projected sound and my little dog heard it too. And I'm not going to be kept up all night by projected sound by an Unmanned Air Vehicle. Your police officers, some police officers have these because they are testing them out in different cities and states, because the police were supposed to be getting these. So like I said the police are involved in it and the Commonwealth Attorney are involved in Aiding and Abetting the Crimes. And some of these things can attack you. You can get different levels of them for the military, more stronger ones for the military. But I think the ones for the police can shoot you, they can tase you, they can do different things. But, I'm just telling your right now. I'm not going to be kept awake or assaulted all night by a satellite or an unmanned air vehicle. He couldn't have knocked on the door very hard, so if he could come back. I didn't hear him. I was washing dishes and I was in my office, but I did not hear him knocking on my door.

I have been trying for three days to file a Premeditated Murder charge and Officer Knight took the charge over the phone two days ago and I still don't have the report number and can't reach anyone. I have the police officers names written down, they did not take a report, which prompted me to call back and I got an Officer Knight and the next thing I know I was told that he was supposed to call me back. He called me back two days ago and did not give me a report number and told me that he would give it to me yesterday. I still don't have the report number and I don't know if he really even took a report. I have had a problem with Louisville Metro Police Dept. not doing what they are supposed to do. Connie Marshall - Ok Supervisor Coyle, this is Ms. Connie Marshall. I'm the lady that went to Washington on March 1st and reported being assaulted by Directed Energy Weapons. It's on their website. I was there along with people across the United States and we spoke on March 1st about being assaulted by Directed Energy Weapons. And we spoke before a Commission that was put together by the President, President Barack Obama. It's called the Presidential Commission for the Study of Bioethical Issues. And what I called to report and I was hung up on and I don't appreciate it, because I do have permanent damage from being assaulted by these weapons. What I called to report is that for the past couple of days I have not called you. And like I stated every time I am assaulted I'm going to call and I'm going to report it because I have damage that I have now had to report to disability where I have permanent damage to my right arm from being assaulted. Now, the meeting that we had in Washington is on their website http://bioethics.gov and when you go to that website you will see me speaking and you will see people speaking from every state you can think of talking about being assaulted by Directed Energy Weapons in their home. Now they had another meeting in New York and I was not at that meeting, but that meeting is on their website also with people across the United States talking about being assaulted by Directed Energy Weapons. For the past two days I have not called, but I have still been assaulted by Directed Energy Weapons causing extreme muscle spasms, attacking my right arm which I turned it in to disability regarding my arm being assaulted so many times and I have nerve damage and damage to my muscles. I have blue circles around my brown eyes I am a black woman and black women do not have blue circles around their eyes. They've attacked my eyes and all the other thing they have done. I have gone to work with two hours of sleep because they wake me up and you have sleep deprivation among other things. I also wanted this on tape and I hope the media hears it. I also have aluminum foil on my bedroom windows, that I just put on night before last trying to get some sleep because aluminum foil does kind of help to keep the beams fro coming through your windows, but they can see right through your home, just like Osama Bin Laden. They could see right through the room he was in so they can see through your walls. Now I can't prove who is doing it, but I can prove that the Commonwealth of Kentucky is Aiding and Abetting the Crimes by creating the infrastructure for the crimes to be committed against Ms. Marshall. The way I can prove that is I have taped every one of them and like I said I left three packets in Washington with three different officials in Washington - that's what they didn't know. And I left tapes in the packets of them telling me, "We're not going to Assist you," "We are not going to get involved." So the Commonwealth of Kentucky and I am talking about Mitch McConnell, you can play this for him because it does not bother me one bit it is not a darn thing he can do to me. Mitch McConnell, Governor Brashear, The Sherriff's Office, The Police Department are all Aiding and Abetting the Crimes because if they are stupid enough to talk on tape, send me letters back and certified receipts back acknowledging that I sent them packets and talking on tape and voice mail messages telling me, "We've been told not to assist you," "No we're not going to get involved," The law states that if they know who is doing it then they are Aiding and Abetting the crimes which makes them an accessory and rises to a conspiracy. So that's what I am reporting and whoever I talked to before Operator Davis, hung up on me. I think she said her name was Operator Thomas and I don't appreciate it. I have a tax bill for $1,300 to pay on my house and they don't hang up on me.

You can not do anything about the F.B.I., it's the federal level. What I am reporting is the state level. So don't try to write it off as federal because the state is involved in it to, and as I stated the Commonwealth of Kentucky, I have tapes of them, were stupid enough to give me all of this because they think nothing can happen to them. So if they were stupid enough to give it to me, I turned in three packets to Washington. So there is nothing that I can do with you on the state level regarding federal. This is Ms. Marshall I am the lad that went to Washington and Washington acknowledged at the Presidential Commission for the Study of Bioethical Issues that we were being assaulted by Directed Energy Weapons illegally. I am being assaulted and have been for the past two or three hours. I have been assaulted by Directed Energy Weapons to my right arm. Also this has been going on since about 1:00 this morning and I also saw a Sheriff's vehicle outside of my work place and I was assaulted on my job as well. And it is not the first tie I have seen a sheriff's vehicle outside of my job. All these frequencies coming through my work station. I did get the license number of the sheriff's vehicle and the sheriff are some of the people that are in charge of the Directed Energy Weapons program. I have filed a lawsuit against everybody here and I turned paperwork in to Washington and it is on Washington's website http://bioethics.gov. I am speaking on March 1st there and that is on their website, a video of people across the nation speaking about being attacked by Directed Energy Weapons. Also thy had a meeting in New York on May 18th and there are people on the website speaking about being attacked by Directed Energy Weapons. The Commonwealth of Kentucky are Aiding and Abetting the Crimes, including the Sheriff's Office, who I saw outside of my workplace today. All of them are involved in it because they're Aiding and Abetting the crimes by creating the infrastructure for the crimes to be committed, in that I have taped everybody here, and I have spoken with the Sheriff's office as well, and everybody has said, "We have been told not to assist you," "No we are not going to get involved in this," and those types of things, which makes them an accessory to the crime and makes it a conspiracy.
